Benchmarking serves as a comparative framework, enabling public institutions to evaluate their performance against peer organizations, thus facilitating the identification and adoption of best practices. The discussion underscores the dual benefits and constraints inherent in the process, particularly the importance of integrating both qualitative and quantitative metrics to achieve comprehensive evaluations.
